Cooperative Risks confusion

Hello!

A question about Cooperative Risks:

How do you resolve a "ccoperative risk"?
a-There's only one victor, & only he/she can use his/her wagers;
or,
b-Everyone can use wagers, but the Victor goes first, followed by the one who came in second, the one who came in third, & so on?...
c- Something else.

Cooperative risk:
only one person has priviledge and keeps all his/hers wagers
other players who rolled 10 keep 1/2 of their wagers
person with priviledge states something using it and then has an option to use his/hers first wager or appoints other player to use his/hers wager
after that other wagers are used by players in clockwise order from a player who first used a wager
and that's it.

If cooperative risk is among Friends then Friends keep all wagers no matter who has the priviledge.
