Wisdom's Clairty and spying NPC's aspects

I've made it a single question because it's about the same theme.

Wisdom's Clairty lets you know if your opponent tells you truth or lie. Spying over NPC's aspect lets you know its invoke, tag or compel.

So... who is telling the result in either or both cases if the player made a success: if I properly understand the logic of the game design, that should be player. Am I right?

NPCs are tools to make the story of the players better.
Player should always get to define NPCs if they gain privilege.
